Issue virtual card (external invoice)

Issues a virtual card for the specified user. This method has to be used in conjunction with Create invoice for external payment api. When the invoice is settled, use this api to issue the card.

Friendly name for the card that would be displayed to the user

Name that should be printed on the card

Transaction hash in bounds of which the card issuance fees were paid (MUST be provided in case order/delivery fees are in place)
